Governor Rhoden Approved Rural Health Investment Plan

Larry Rhoden signed House Bill 1044 into law, approving funding for the Rural Health Transformation Program. This is the first bill he signed during the current legislative session and represented a major step toward improving healthcare access in rural South Dakota.

HB 1044 provides state support for a five-year federal initiative focused on strengthening healthcare systems in rural communities. The program aims to address long-standing challenges such as limited access to care, workforce shortages, and aging medical facilities. It also supports new ideas and long-term planning to keep rural healthcare strong.

“This is a big win for rural South Dakota! This may be the most significant investment in rural healthcare in South Dakota’s history, and it will strengthen our state for our kids and grandkids,” said Governor Larry Rhoden. “By recruiting healthcare professionals, modernizing rural facilities, and expanding access to care, we will ensure South Dakotans in every corner of the state can stay healthy and strong.”

The Rural Health Transformation Program received federal backing and focuses on building stronger healthcare systems through local leadership and state-led strategies. These strategies include recruiting healthcare workers, improving medical buildings and equipment, and expanding access to services for people living in remote areas.

Earlier, Governor Rhoden announced that South Dakota secured $189.4 million in federal funding for Fiscal Year 2026 through this program. The funds support access to care, innovation, and long-term stability for rural health systems across the state.

During his State of the State Address, Governor Rhoden highlighted the importance of this legislation, said, “I would love it if this was the first bill that reaches my desk.”

The bill signing takes place during a private ceremony. State leaders say the program will help ensure rural communities remain healthy, strong, and supported for years to come.
