NCBA President Advocates for Cattle Industry Priorities in Congressional Testimony


Todd Wilkinson, the President of the National Cattlemen's Beef Association (NCBA), testified before the House Agriculture Committee Subcommittee on Livestock, Dairy, and Poultry. During the hearing titled "A Review of Animal Agriculture Stakeholder Priorities," Wilkinson, a second-generation cattle producer from South Dakota, emphasized the improved market conditions in the cattle industry and highlighted the emerging challenges faced by farmers and ranchers, particularly concerning burdensome regulations and inflation.

In his testimony, Wilkinson stressed the vital link between food security and national security, echoing the sentiments of many policymakers. He emphasized the need for collaboration to ensure the long-term success and sustainability of those involved in securing crucial food supplies, underscoring the responsibility to future generations.

Wilkinson outlined several key challenges that the cattle industry currently confronts, including the potential threat of foreign animal diseases, excessive regulations imposed by the U.S. Department of Agriculture's Packers and Stockyards rules, and activist attacks on the Beef Checkoff program.

Moreover, Wilkinson focused on the priorities that the cattle industry seeks to address during the 118th Congress, these include:

• Advocating for the passage of the 2023 Farm Bill with provisions safeguarding animal health.

• Promoting voluntary conservation programs.

• Bolstering disaster programs.

• Supporting risk management initiatives.

Additionally, he highlighted the importance of nullifying the USDA's harmful Packers & Stockyards rule, defending the Beef Checkoff, reauthorizing the Animal Drug User Fee Act, and recognizing the critical role of cattle producers as original conservationists.

Wilkinson emphasized the importance of expanding trade opportunities, reducing regulatory burdens, reauthorizing Livestock Mandatory Reporting, and advocating for legislation such as the DIRECT Act to expand beef processing capacity without compromising food safety.

Through his testimony, Wilkinson conveyed the pressing concerns and priorities of the cattle industry, urging congressional action to support and protect the long-term success of American cattle producers.
