Sunshine Week; Transparency Measure Signed into Law

A new law that perpetuates open government practices of the Daugaard Administration will soon be added to the books. Gov. Dennis Daugaard signed Senate Bill 116 to institutionalize the state Boards and Commissions Portal, where the public can access public meeting information.

"It's fitting for this transparency measure to be signed into law during Sunshine Week," the Governor said. "In order to effectively serve citizens, government must be open and accessible. Since being elected, I have worked to advance the public's right to know by putting more online, releasing more information to the public and bringing legislation to improve open government laws. This is the latest result of those efforts."

Gov. Daugaard has issued an executive proclamation to declare March 12 -- 18 as Sunshine Week in South Dakota. Sunshine Week is a nationally observed celebration of the right of citizens to access public information.

SB 116 adds provisions to South Dakota's open meeting statutes. The bill requires state boards, commissions and departments to post public meeting materials on the Boards and Commissions Portal.

"The portal serves as a central hub for the state's boards and commissions, where South Dakotans can easily access a master calendar, minutes, information on members and materials for upcoming meetings. It just makes sense for this open government tool to continue beyond my time in office," said Gov. Daugaard.

The Governor's Office launched the Boards and Commissions portal (boardsandcommissions.sd.gov) in 2015 for gubernatorial-appointed bodies. South Dakota has more than 100 boards and commissions whose members are appointed by the Governor.
