New USDA Leadership Targets Rural Growth

By Jamie Martin

The U.S. Department of Agriculture (USDA) unveiled new leadership appointments to strengthen programs for farmers, ranchers, and rural communities. “Under President Trump’s leadership, USDA is building a powerhouse team of Presidential Appointees deeply committed to uplifting rural America and putting Farmers First. With strong experience in agriculture, public service, and national security, this team will protect family farms, expand opportunities, and proudly implement America First policies,” said Secretary Brooke Rollins.

“I look forward to working together to deliver real results for the American people, particularly the farmers, ranchers, and producers who feed and fuel our nation,” said Rollins. Doug Hoelscher was appointed Minister-Counselor to the U.S. Mission at the UN Food and Agriculture Organizations in Rome. Hoelscher has a long career in federal service and grew up on a farm in Iowa.

Tate Bennett is the new Principal Deputy Chief of Staff. She brings experience from the White House, EPA, and the America First Policy Institute. Hailey Ghee joins as Deputy Chief of Staff for Operations, with prior work at USDA, SBA, and Congress. Reya Brogan serves as Chief of Staff for the Risk Management Agency. She has expertise in supply chain risk, defense R&D, and expanding agricultural markets internationally.

Rural Development leadership includes Troy Romero (Louisiana), Chris Lyons (Massachusetts, Connecticut, Rhode Island), Dominic Restuccia (Michigan), and Travis Day (New Mexico). Their experience in farming, policy, and local governance will help rural communities thrive.

Farm Service Agency leaders include Rob Sullivan (Connecticut), Cory Atkins (Delaware), Starlyn Perdue (Iowa), Philip Cowee (Nevada), Wilmer Stoneman III (Virginia), and Patrick Bell (Washington). All have strong agricultural backgrounds and a focus on local growth and policy.

Kennon White was appointed Assistant Chief South Region for the Natural Resources Conservation Service. White has a record of restoring streams, improving water quality, and supporting conservation while maintaining family farm operations.

These appointments reflect USDA’s dedication to advancing agriculture, supporting rural communities, and ensuring policies benefit farmers nationwide. Secretary Rollins highlighted the team’s commitment to delivering meaningful results for American agriculture.
